These reverse scratches do not appear to be on top of the devices. Depending upon what they are, I would like to know how the grade would change if they weren't present.

I'd like to ask the same question above for the obverse scratches here:
1936-Buffalo-5c-Grade-And-ID-For-Type-Of-OBV-&-REV-Scratches

It's hard to imagine this being PMD since they seem to be strategically or possible intentionally placed?

I'll say AU. Those lines appear to be die flow lines, from the die starting to wear out.

What keeps this coin from an MS if these flow lines do not affect the grade? I ask because when comparing this coin in my hand (as opposed to all digital etc.) with PCGS photograde, MS 63 looks to be pretty close.

Agree with die flow lines. Looks like some wear on the lower hair/upper braid, so I'd say mid-AU. Photos aren't sharp enough to distinguish between wear and strike weakness.

i think there is too much light on them making the coin appear to be flat and lifeless. typically this signifies a cleaning (dip)

without better photos I'm in at AU55 possibly cleaned
