Then somebody found it and cleaned
it with acid, so that they could spend it.

Some type of acid exposure - the acid ate away the metal over time.

There is an arc roughly the same as a cent on the obverse and under that arc, it would seem has the worst damage. I'm thinking it was buried for a while with another cent and the dirt (or what ever) that was trapped corroded the cent more than other areas. But I'm thinking that the soil (or what ever) was highly acidic.

Serious environmental damage. Needs to be taken out of its misery. Just take it to a cemetery and place it next to a headstone. May it now "Rest In Peace" in dignity as it served its country well!
