My impression is this would be a "details /cleaned" coin. It's a low relief coin and this circulated example demonstrates some honest wear.

I agree that the coin would very likely be returned by a reputable third-party grader as a "Details" coin. Whatever "honest" circulation wear the coin experienced appears to have been negated by a later cleaning.
