My wild guess is Claudius. I'm also wondering what sort of gore may be depicted on the reverse. Diameter ~ 20mm

You don't have to guess on this one, the obverse legend is mostly clear. The clear "DIOCLET..." on the upper obverse should clue you in to this being Diocletian, not Claudius II.

Obverse: IMP C C VAL DIOCLETIANVS AVG
Reverse: CONCORDIA MILITVM, B center, XXI in exergue
