Was the Treasury experimenting in 1964 with the composition of the quarter? If not than fake it must be :( It weights 6.7 grams and not one percent of silver. Jewel store could not detect compo and definitely no silver.

Visually, it's hard to tell the difference bit the weight of your coin is heavy. Silver quarters should weigh 6.26 grams. The R in Liberty looks to match a fake quarter - about the only visual indicator. The surface texture of your coin seems odd for silver as well.

By the looks of the images on the link posted by Seeker, this definitely appears to be a be a counterfeit.

Anybody that works at a foundry can make cast coins. The surface of your quarter does look like a casting.

Someone mentioned 1943 steel penny and I so happen to have one. Wow the texture looks identical. However, magnet test only worked with the penny. please post your input.

Well, it wasn't going to be steel. Iron and steel are not as easy to cast as metals like lead, tin, solder, pot metal, or whatever.

Some 1943 cents were plated, that could be what you are seeing, if so, then that is a type of damage to collectors.
