Me thinking the D mintmark took a circulation hit and displaced the metal to make it appear tilted. I can see the scrape marks off to the bottom left of the mintmark so to me this is more of a curiosity instead of a mint error...

That is quite crooked the Mint Mark, have to agree with MrW with a circulation strike moved the MM.
That's an extra extreme one.
