I think you are onto something, although I cannot say if it's unexpected. Most of the tail feathers in the PCGS image catalog have faint veins or none at all. However, there are some that seem to show a similar pattern to the one you identified.
Perhaps someone like Willburton or Dearborn will know more. Dr. Wiles would probably know for certain, as he studies re-engraved die for various denominations.
