1939 Cent Error Or Machine Dbl

I came across this coin last night.
There is doubling of the date, especially seen on the 9, at the bottom of the maple leaf and at the bottom of the 1. Is this an error or some kind of Machine Doubling or something else. I guess I am wondering if this has any special value? Do you have other coins that show this type of look?

Would this coin be classified as an error? I have seen listings for dimes 1939 with doubled 193, is it possible that it was a bad year for the mint and a good year for a cherry picker?

This type of doubling is very common for cents of this vintage. Also, die cracks are easily found.

It has a shelf like appearance to me,that would make it a Machine Doubling,right?
