I think at some point, you have to accept that it's the Wild West, caveat emptor. ebay has a financial interest in allowing all listings to continue, and a minimal interest in paying employees or AI engines to police listings. In an environment where hucksters have free rein to part fools from their money, it's probably more efficient to focus on educating fools over attempting to block hucksters. The hucksters are already breaking multiple criminal laws, if anyone in law enforcement could muster even a thin sliver of enthusiasm towards stopping them.
