That's a severely misaligned die, not an off center strike. The reverse is fairly normal.

This is way above my pay grade but think there is some sort of "second strike" error going on here. I looked on Error Ref but there are several second strike error types, not sure which one this is. I've marked up the OP's pic with an arrow pointing at what looks like one of the T's from TRUST. See what you think.

Way above my pay grade as well.
Would a second strike, or a misaligned die cause the letters of "AMERICA" on the reverse to bleed into the rim?

I marked up the OP's photo so you can see what I'm seeing.

Edit: I have no idea if that is a "T" from TRUST on the obverse rim... could be?
