Can you please let me know your opinion on the marks on the obverse?

The circle of metal near the lapel directly under the 2 in the date seems a bit too perfect a circle to be a break. I was wondering if it is a struck through retained. Same with the circle in the 3. Or are these and the other marks on the bust and the line on the cheek die breaks, or a mix of issues?

If its too round then more than likely its a plating bubble. From 1982 on, cents are copper plated zinc. As far as the cheek, it appears to have taken a hit. PMD (post mint damage).

That look of circles is a very common look on cents of the years 1982 to present. As explained above, those are just plating bubbles. The more you look at coins you will find many of them. Once those bubbles burst then they will start to deteriorate the coin until it becomes dust.
