This coin is definitely off center, but only on the one side.
Is this a "1999-P Connecticut clip 50%/40% off
center" error that is referenced on my CoinSnap app?

Looks fairly normal to me it is very slightly off center but not 40 to 50 percent - maybe .5 %

Can we see the obverse side of this coin - it will help us determine if it is a MAD strike or not.

Also, I'm not seeing any kind of clip here.

Very slightly misaligned on the obverse face, but still within Mint tolerances. Folks around here typically say that the lettering must be at least partly over the edge for the error to carry a significant premium.

Good eye to spot the misalignment! =)
