Looks like glue/adhesive. For fun, give the coin a long soak in 100% acetone. May reduce or eliminate that blob.

I will try it, but when I was super zoomed in on the edge of the raised material it looked exactly like it had a wave around it that dips downward then straight up like one piece of metal. Like if the metal got sucked from it, but I thought when that happens you see traces on the other side. It's also gots that copper green look, that copper gets when it has chemical reaction of oxidation. I can definitely see it being a possibility for a foreign object to be stuck on it, but I did pick at it with a wooden pick since I wood shouldn't hurt copper if I it is, and it the wooden pick broke without leaving any mark. I was thinking it was possibly an error with the combing of different metals for the planchet and got compromised during the heating process, but I'm still learning. Cheers!

Ow and also ijn1944 , a key factor is the green surface is lower than Lincoln's head in the top left of the obverse.

Not an error. Just glue/adhesive stuck on your coin. PMD. An acetone soak should make it come off.

Definitely safe. Soak it for a few hours then use a woot toothpick to see the gunk (if that's what it is ) is coming off. Keep the small container covered so the acetone won't evaporate too quickly.
