To start off. I had to take a few extra pictures
The RPM is a minor one I know. I thought it could be a match for Coppercoins # 1MM-010 but doesn't seem to line up. No other one match.

The cracks on the reverse to me could be from a shattered die. The top left of E in CENT has numerous fine cracks and that crack travels from the rim below CENT over to rim to the rim lower right of Memorial.
If it isn't a shattered die it does have some neat cracks.

The coin is not doubled die obverse.
Reverse has minor clashes below the steps.

Thanks for looking and opinions.
Rob
