Why does this red color keep coming back after I wipe it down.

Perhaps stain or paint - tough to remove without using something stronger.

Never "wipe coins down". An acetone soak might remove some of the color but I wouldn't spend any time on it.

We're not talking about the Mona Lisa here, it's a junk common Indian worth almost nothing in this condition. I'd try paint stripper.

Yes he is..

But it is a nice Indian Head cent - best to leave well enough alone and either 2x2 it or place it in an album until a better higher grade one comes along.
