I am going to say no because normally there would be smooth edges for a struck through , this is too rough with metal movement.

I agree with: Could be easily faked as a struck-thru. and as Odd states, the 100 - 400 tonnes of force used to mint coins would leave a much smoother finish on a struck-thru with no rough edges. IMO

I'm thinking that they look more like multiple hits from the reeded edges of other coins.

I also think it is a PMD. The zig zag impressions are fresher than the coin's age.

Definitely looks like a spring to me. Hard to tell from the pictures but are they indented or raised.

This looks like what hand engravers call a "wriggle cut". it is done by rocking a hand graver left and right while pushing forward.
