Not an off center, but rather a MAD Strike - a Mis-Aligned Die (the reverse is centered) I'm not seeing a DDR here, but the obverse does have a slight Grease Filled Die around the date.

@mack, I see what you are talking about, but remember that steplike doubling that serves to reduce the width of letters (as in this example) is going to be Machine Doubling rather than a doubled die.
