I would guess, there was something on the coin. That kept it from toning in those areas

Good question. I can speculate, but there are a myriad of possibilities in nearly 75 years, so it is hard to know for sure. The lighter areas might be the result of something protecting these surfaces from oxidation, like drips of wax or a strip of tape. Or, they might be areas where a liquid stripped away at the patina such as might happen in a cupholder in a car that has some change and a couple splashed of soda. I'm sure that as folks wake up across the US and Canada, there will be other possibilities suggested.

It's not an error but the result of environmental toning of some sort. As Spence correctly points out it's impossible to know exactly what caused it.

But you can be 100% sure it did not leave the mint looking like this.

You can easily create this effect yourself by dipping a Q-tip in almost any general purpose surface cleaner and swirling it around.

I'm thinking that something was drizzled over the obvers of this coin and some of it pooled up under the reverse and 'bleaching' the surface.

Something may have protected the coin from toning evenly or was sloppily applied to the coin to strip the patina. My gut says the latter, but will not rule out the former.
