the John Browns Fort is actually very very shiny on the face side still... does that make a difference?

Both are showing environmental toning from environmental damage. Both can be safely spent.

It was probably left outside somewhere - one side was exposed and got tarnished while the other was protected. I've found similar coins on the ground myself.
