1992 Memorial Plating Blister Or Die Punch?

I ran across this 1992 Memorial cent while CRH that looks like the die was hit with a punch before stamping this coin. However I've also read the possibility of it being a plating blister. Seems too consistent of a shape to be a blister, plus it is shaped like a plateau and not rounded like a mound.

Thoughts?
