For image cropping and resizing, I continue to recommend the officially-deprecated CCF Image Optimizer; it doesn't work in all browsers (which is why it was deprecated in the first place) but it requires neither payment nor downloading a separate application to use.
And yes, there's a 24 hour edit window. I'm not sure why it appears to not exist for you; plausibly you're just not looking in the right spot.
It's true that there is no editing system for images - they have to be uploaded first before they can be used. AFAIK it's still possible to edit a post to add (and/or remove) pictures though.
EDIT: I do dislike that CCF stopped accepting .png, which is by far my favorite format for any pictures that are not photos (the photo default .jpg is too lossy for non-photo pictures, such as screenshots - it ends up with ugly artifacts all over the neat lines). Fortunately there are a few online converters that can turn .png into lossless .webp without making the files too much larger.
