I think this is Machine Doubling, it's pretty flat and shelf-like. There are no listings on Wexler's or VV for this date.

I have found a lot of this before, whe I foun my firt I thought it was doubled ear, after that almost every single 1985 that I found or still find is like that, so unfortunately I realized that is not doubling, but my through is that this is doubled working hub (not doubled die) because this is pretty common on 1985 Washington quarter.
