I'm seeing a hint of a misaligned die--not an off-center issue.

What calls my attention is the tail side of the United States of America E.PLURIBUS UNUM. I notice the rim. Definition: The recesses of a die sometimes become clogged with compacted gunk, generally composed of a mixture of lubricant, metal dust, and dirt. This material is sometimes called "die fill" but is commonly called "grease." Die fill can be coarse or smooth, hard or viscous. It can fill isolated design elements (a "filled die" error) or coat the entire die face. Coatings are sometimes so thick that the entire design is obscured.

the weakness of States and EPU is due to the obverse side design of the bust took up much of the available metal to form, and not leaving enough to form the reverse.
