Per Variety Vista: The U.S. Mint began engraving the mintmark into the master die for all proof coinage in 1985. The last year possible for an RPM on a proof coin is 1984, however, the last known RPM for proof coins is 1975. http://varietyvista.com/Watershead%20Dates.htmedited to add URL

I'm not seeing any examples of proof RPM Lincoln cents minted between 1985 and 1989 in the list you sent, uruman. I did a search for Mint Mark Varieties for San Francisco minted Lincolns (1985-1989) and it returned no results. When I expand the date range to 1980 through 1989, one record for 1983 was returned.
When I expand the date range to 1980 through 2024, one record for 1983 was returned.
These results appear to agree with the information in Variety Vista.

The examples you are posting are business strike coins. The OP's coin is a PROOF CENT and the VV information I posted is PROOF CENT specific. The mint mark wasn't added to business strike master dies until 1990 so RPMs continued for P and D minted coins until then. Quote: 1985 - The U.S. Mint began engraving the mintmark into the master die for all proof coinage. The last year possible for an RPM on a proof coin is 1984, however, the last known RPM for proof coins is 1975. In the middle of 1974 the S mintmark punch broke and a new punch with a different style of S was placed into use. This new punch was really an old punch first used in 1941-1952. The punch began to deteriorate rather rapidly producing deterioration doubling and finally deteriorating into a blob so that it too had to be replaced in 1979. Quote: 1990 - The U.S. Mint began engraving the mintmark into the master die for the cent and nickel denominations. The last year possible for an RPM on a business strike cent or nickel is 1989. There are several known RPMs for the 1989-D cent and a couple for 1989-D nickel.

Interesting area above the primary MM but it doesn't seem to match the MM style used by the mint in 1985. http://www.varietyvista.com/01b%20L...20Styles.htmI'm not sure if something may have been "clogging" or interfering with the MM part of the die that created this effect.

I'm just learning this too, uruman. Our back and forth caused me to review other sites to confirm what I read on VV. Thanks for the nudge I learned a lot about this subject.

I believe in 85 they started to engrave the MM into the Master die. I have seen examples of similar surface impressions on some proof Dimes and particularly Quarters.

Quite an active conversation here, but did you folks come up with a solution yet?

Im not sure if this can help, but could this be "Flat-Field Doubling (Imperfectly Aligned Proof Strikes)" maybe? https://www.error-ref.com/flat-field-doubling/Edited: to add an image of the mm of a 1969-S Proof Jefferson nickel that I bought around a year ago, at that time I searched through errer-ref.com and found the information in the link above.
