It's not out of the question, but the coin has wear. If you post good pictures of both coin faces, maybe we could compare markers to known examples.

Your example looks closer to WDDO-004 from Wexler's doubleddie.com site IMO, but I find it difficult to identify due to distortion from circulated coins for these Class II, Distorted Hub Doubling.
