There is a groove inside the rim that appears to have been added post-minting. I assume it's a genuine coin though (and does the seller have to handle it without gloves?).

It's his (or her) coin. They can handle it how they want. It's better than being held with needle nose pliers (which I have seen on ebay)

It is definitely PMD, confirmed by the displaced metal around the trench. Disappointing especially since the surfaces are choice otherwise.

Looks more like purposeful damage than the Ring of Death to me, but hard to know for sure. Were large cents even put into paper wrappers? And if so, was this done with automated machinery?

I was joking about the Ring of Death. But I can't imagine why or how it was done. Perhaps it was mounted in jewelry or encased at some point.
