You mentioned "bullet hole" in the title and TACC followed up with info about the smallest possible bullet hole.
I'm with Chase007 about all aspects of the hole being classic zinc rot. The center hole is where the copper plating was compromised and allowed the zinc to dissolve away.
The 4 isn't doubled and I don't see
PSD on it. If you are referring to the little ridge on the upper right of the 4, I believe that is an effect of the underlying zinc oxidizing away, while the edges of the letters have more copper and are less volatile.
