I found this star silver certificate in the same collection as the note from Emmitsburg (from my last post). Is that an actual ink smear error or something else?

Your pictures are fine.
I can't see how that could happen when the note was printed
and I have never seen an ink smear like that so I am saying that
it was damaged after it was put into circulation.
It would be be hard to prove that it was done during the printing process.
