If it's raised it could be, can't really tell if it is a small nick with metal movement either - I'm just impressed you found a 2025 Philly.

It is raised and has a very small crack.

Could very well be a chip with a crack forming from it.

I'm wondering if the crack will get longer as the die is used. Might be turn out to a good Philly cent to search for in these new 2025 boxes one more start circulating.

Yes die cracks & die chips will show a progression throughout their existence from small to large, etc, based on how many coins are struck with that die. In my opinion collectible, but no huge value to them.
