I see a lot of environmental damage on the reverse. Perhaps the raised areas are some type of adhesive An acetone soak should remove any glue.

Yes, much accumulated crud--post-strike damage. Coin may have spent some time in moist soil or at the bottom of a poorly maintained fountain. Do try a long soak in 100% acetone.

No, nail polish remover contains other additives. Only 100% pure acetone should be used on coins. In your case it doesn't matter because the coin is just a common spender.

Just an environmentally damaged coin with stains. Just a spender as it's not an error.

Absolutely a must, never use fingernail polish remover.
Your coin is indeed just stained and corroded,
good coin to practice an acetone soak.
