I picked this one up this weekend. The NGC holder it was in did not indicate the repunch but I am pretty sure it is.
The milk spots on the obverse between one and two o'clock are actually on the plastic holder, not the coin.
Let me know what you think.

There are 4-5 R/P'd 1899's, and most show the offset very well. Yours looks like the one that we put on P346 of the 2011, 65th edition of Charlton. It carries about double what a normal '99 would be. I always liked the 99's with the repunches, especially those with very little wear and sometimes you find the first 9 RP'd as well. What did NGC grade it at? All of the '99 repunches have the same amount of premium over a normal one. I think that the guys repunching the 9 did it after a long liquid lunch hour as a couple are not even close to being directly on top of the die and some are triple punched that you can also see inside the upper loop, as well as the tail.
