2025 S Proof Quarter Althea Gibson Frosting Error

Is it considered a "struck-through" or what? Notice the area on the obverse between the I and the B in LIBERTY. Thanks! Report this Post to the Staff

I have seen others post coins with frosting issues, not sure if it would have any premium though.
