I acquired this coin as you see in the pictures but could use some help understanding why it was catalogued as counterfeit.

It is supposed to be 90% silver and it doesn't look silver.
Take it out of the 2x2 and weigh it to two decimal points.
It should weigh 6.25 g

I have to step out to run some errands and will pick up a better scale before I return. The scale I have bounces back and forth between 5 and 6 grams.

There is no evidence of a seam that I can make out. What do you all think of the edge?

Also, I'm not seeing evidence of Flanagan's initials. Thoughts?

No matter how it was mad3, it is a counterfeit.
Just look at the reeding, not close to a genuine quarter.
