Any insight on this I would say PMD but the back never got hot and it's melted under the date

It's PMD. Just damage. Maybe solder? It didn't happen during the striking of the coin, so it's not an error.

Some gunk deposited on the obverse--possibly 'hot' metal splatter. For fun, try giving the coin a long soak in acetone--might not clear the feature, but could clean things up a bit so that the issue can be better understood.

PMD for sure. Melting point of copper is almost 2000° so who knows what really happened.
