1998-D Dime Missing Clad?

I was doing some coin roll searching and this dime caught my eye, it appears to be missing the shiny clad completely on the obverse and only has clad on the raised portions of the reverse. I took pictures in soft lighting and under a flash, not sure which is better. Does this look like PMD or is this a legit missing clad error? Any input is appreciated, thanks!

That would be environmental damage. It has all the earmarks of a clad coin put back into circulation by a metal detectorist. I've put thousands of them back into circulation myself.

If it was missing the cladding, it would be copper colour and not be fully struck.
What you have is just environmental damage.
As far as the better picture, whichever shows the natural colour is better.

I agree, but it is starting to obtain a nice circulation cameo. Make it a pocket piece for a little while and it will look really cool in time.
