I feel that this coin is a VG-08 but am afraid of the rim bump at 1:00 o'clock on the obverse. How do you think this coin would grade if I submitted it?

Agreed, this one gets a VG8. But........
A rim picture would confirm, if you can provide. It's hard to determine the bump damage from this pic of the obverse

That's a strong VG-08. The eye, lips, and ear are strong, and there is more detail on the eagle's right wing (our visual left) than most VG-08s. I don't think the rim ding or obverse scratch would detail this coin. Nice looking VG!
