China 2 Fen 1940 - Diameter?

Hi all,
I recently scored a China 2 Fen 1940 coin in a bulk lot. Numista says the diameter is 20mm yet when I stuck it into a 20mm capsule it was too small. It is closer to 18mm. Browsing the net shows values from18.6 to 20 (but not 18 so far). Can anyone shed some light on the variance in diameter and what the correct diameter (range?) is?

Did you measure the coin and inside the capsule with a caliper?
What are the two measured sizes?
