Hello,

The obverse normal but the reverse looks dull and has very clear details. Is this consider missing clad? Not sure what it is or what its called. Thank you for educating me!

Just environmental toning/staining. Not a missing clad error. It would be lighter in weight and all copper looking in color. https://www.pcgs.com/news/missing-c...-error-coins

If it was missing the clad, it would be copper coloured.
Your quarter does not show that.

Not a missing clad, if it were it would be about 1 gram light on total weight. BUT, it does have a nice looking toning to it.

If the clad layer was missing, it would show either a bright or toned copper color. I would also expect the strike to be soft because of the missing mass of the planchet. Here's an example of an older Washington quarter that was missing the obverse cladding. It was 1 gram under weight when it was struck.
