Circulation damage from circulation use. Just PMD and not an error.

Circulation flattening, plus filled mintmarks are common on coins of this era—late 1970s into the 1980s.

Thanks, guys! I know I've seen a lot of quarters with filled mint marks from this time. This one looked a bit different, and circulation damage would account for that.

a circulation hit (maybe at the same time that scrape in close proximity to it happened.
