I grabbed a mixed arm full of rolls today and found this new penny roll and seen this penny on the end of roll. It looks to have a lot of dots on the reverse. Kind of like over spray when painting. But looks to be done at the mint. Anyone know what kind of error this is?

These are called plating bubbles.

Plating bubbles are not considered mint errors, since they appear on coins long after they actually leave the mint, as the zinc core gradually corrodes due to tiny holes in the plating allowing air and moisture to attack the zinc.

Yes, zinc plating issues. Usually don't see this on shield cents--for earlier memorial cents, it's an entirely different matter.

Another term for these trapped air bubbles is Occluded gas bubbles.
