This is a Machine Doubling on the upper portions of the 7, 8, and 8 of the 1788 date on the Reverse, right?

I believe it's Machine Doubling. Looks reduced in size and is shelf like in appearance.

Update:
I looked closer, and there is doubling on the B and T in Liberty on the Obverse side. My phone camera won't capture the doubling, so I can't post a pic of it.
