At first I thought this was damage but the blakesly effect is clear. I don't know what the indentation would be however and the coin is doesn't lie flat. It weight 3.15 grams. Maybe you've seen this and can help with explanation. Thank you!!

It's a damaged coin. PMD. A real Clipped Planchet wouldn't have displaced metal. It should show weakness around the affected area and the Blakesley effect on the opposite side of the rim. Your coin is just a Post Mint Damaged coin. https://www.pcgs.com/news/collectin...-error-coins
