Do I see evidence of a small circumferential die crack on tops of the letters UNUM?
Well struck up breast feathers, nice luster.
MS-63, but the scratches on cheek and in field below jaw will have a strong downwards value influence below the straight 63 grade value.

Negotiate with the seller. You may? do well.

I think the lines on the jaw are roller marks. That would not affect the grade but does the eye appeal. I'd have passed as well.

not sure if there is any relationship here but mikev50 posted a GSA 84CC on 7/2. the marks are not an exact match on the jaw line but could this be a roller issue that caused these? same mint, same year? GSA holder...interesting

I could see it making MS63+. Pretty nice eye appeal, even with the striations on the cheek. I'm also assuming that some of the more prominent marks are simply scratches on the GSA case. A nice coin but I wouldn't reach for it, 1884-CCs are pretty plentiful until you get up to MS66/67.
