I am not sure what all is going on in this quarter if you start at the back and you see the Wisconsin word on the bottom and then you put on the right hand side of the quarter you see an image of a man with a an ore and when you flip it top to bottom it has George Washington completely sideways.
Can someone help me

To CCF! The picture isn't great, but it could be damaged post mint ( PMD). Are you able to get clearer images?

Your picture is simply not good enough for evaluation of your coin. Try using Earle42's method of photographing coins:
A Phone, A Light, Some Books, And A Bottle Cap For Good Coin Pictures
Inordinately fascinated by bits of metal with strange markings and figures

Well first off your image is really not good enough to see any details. It does appear to be very damaged though.
Second, if you are comparing obverse to reverse rotation issues, can you post up another image of your coin in front of a mirror so we can see both sides at the same time in the same image?

A sharp, large mirror photo would be very useful. For now, it looks like a rather severe case of post-strike damage.

While it's hard to tell from the supplied pic, I would presume that this is a vise job - several coins squeezed together in a vice, and the design of other coins is partially impressed into this one.
