Could details grade, depending what is on the surface. VF35

This looks like it could be PVC damage. It usually has a milky appearance with greenish tint, and I think I see that here. There are others on CCF who have a lot more experience with PVC issues than I do, and they may weigh in on this coin. I think the underlying grade would be in the AU range, but if this is PVC damage, it would be considered environmental damage. It details many coins.

With a little TLC it might straight grade

i;m going to echo FC regarding possible PVC damage. this is one I would give an acetone bath to see the results.I'm seeing more wear on the higher parts of the devices that would pull an XF grade so I'm at VF35 possible details, post it if you give it a dip.
