Hard to say. I'd put the obverse at 20-25, but the reverse at 25-30.
My guess is PCGS graded it a 30 because it's a popular variety. 35 after beer-thirty on Friday afternoon.

The luster is looking high XF but the detail is showing high VF. I'll settle at XF-40.

the 88(O) are right in the first couple years of strike issues at that mint. typically we see these on the soft side. you can see this around the ear and eagle breast. not all what you see there is wear.
TV photos always skew a coin. most of the time they look better than the actual coin. I always drop the grade by one when grading by them.
the reverse is a solid XF45. the TV photo of the obv is showing an XF40 coin. my opinion is that the coin could make XF45, however, I think they reduced it to XF40 based on all the marks on the obv and the weaker strike of those key high devices
