It is a 1990 Lincoln Cent without an S mintmark. It's like all the other Philidephia minted 1990 business strike cents that do not have an S mintmark.. You're searching for a proof cent missing the mintmark, not a business strike cent.

Simple, the 1990 no S cent is a proof.
Yours is clearly a business strike.

Nfine nailed it. As stated, you have a normal Business Strike cent minted in Philadelphia. Your coin isn't a proof.
