Looks like a split plating issue. It's not a Doubled Die. https://www.error-ref.com/split-plating/

Split plating isn't usually a good thing. It exposes the zinc core to the open elements and can cause zinc rot to set in. No premium for it.

yep, split plating above the devices, plus the entire surface is suffering from plating issued too.

Not sure where anybody is seeing split plating - it sure looks like just regular Die Deterioration! Letters are obviously moving towards the rims!
