Hi all - looking for some opinions on what type of foreign planchet this one could be. 5.08 grams and non-magnetic.

Suggest flattening those 2x2 staples. Don't want to risk scratching other coins.

Looks plated to me with a non-magnetic metal like gold.
A regular quarter weighs 5.05 g, so the extra weight could be explained by the plating.

Plating does not add much weight and being this example being that close to standard, this seems like the right call.

Get an XRF done it would greatly help your journey on find the foriegn country planchet

Can't be a plated regular quarter. 1995's are pure nickel and will be attracted to a magnet plated, or not.
"Dipping" is not considered cleaning... -from PCGS website

The fact that it is non-magnetic is good enough for me.
What you have is a 1995 25c struck on a Lebanon 250 Livres aluminum-nickel bronze planchet (5 grams, 23.5 mm diameter, Krause KM #36). You will want to keep that in a low humidity environment, there already looks like a spot at 10 o'clock on the obverse.

If this was minted in Winnipeg, should it have a W mintmark? I'm no expert on Canada coins, so just asking the question.

trig, no W mint mark on circulation coin. NCLT have the mark usually.
