Zooming in...looks like that cheek is pretty beat up..black staining/toning doesn't help..weak breast feathers...63

MS-63 - Luster is a bit dull and the black spots/streaks don't help eye appeal

the 84(O) can be a little soft. flat ear and hair around it as well as the breast. after looking at multiple photos of your I think its you camera setup that might be washing out the surfaces.

based on previous coin photos I'm going to say low end MS63 and with the black whatever is on it MS62 is not out of the question as its going to kill eye appeal. I think the missing luster on the cheek and around the eye could be strike related and the number of marks in the area probably from banging around with other coins in the bag
